Low specific activity (LSA) material and a surface contaminated object (SCO) must be transported in Type IP-3 packages. However, LSA material and SCO may be transported in Type IP-1 packages and Type IP-2 packages in accordance with section 9.2.5 of Part 4 of the ICAO Technical Instructions if the LSA material and the SCO:

1. are transported in conveyances that are not carrying passengers;

2. are transported in conveyances or freight containers from one consignor only; and

3. are only loaded at the consignor’s location and unloaded at the consignee’s location.
